[windows] 解决无法切换窗口

今天系统出现了无法切换窗口的情况，鼠标选择窗口没有效果， 必须最小化所有窗口（Win+d) 才能通过鼠标选择窗口。

后来的解决办法是： 重启 explorer.exe 进程 。
